Reducing Residential Lead Paint Hazards in Oakland
The City of Oakland is finalizing the design of the Equitable Lead Hazard Abatement Program (ELHAP), a rehabilitation loan/grant program that will prioritize small property owners (ten or fewer units) with financial hardship who provide housing to the most at-risk tenants.  Owners of small properties in neighborhoods with concentrated lead risk, such as Deep East and West Oakland, Fruitvale, Havenscourt, and San Antonio, are encouraged to come learn about the elements of the draft program and to share their thinking about what might be missing or need adjustment; barriers that need to be addressed for vulnerable tenants and small property owners with financial hardship to be able to participate, and how the approach might be improved in general.
