The City of San Leandro’s proposed ordinance to establish a mandatory rent registry for rental housing providers is an unnecessary and burdensome requirement. Rental data can already be accessed through existing channels, including business licenses, the county assessor's office, and title companies, making an additional registry redundant. Forcing rental owners to submit information to the city creates administrative inefficiencies and adds unnecessary compliance costs without demonstrating clear benefits. Instead of imposing new regulations, the city should leverage existing data sources to gather rental market insights while respecting the privacy and operational concerns of rental housing providers.
