
The City of Oakland has announced a new Consumer Price Index (CPI) rent cap of 0.8%, effective August 1, 2025. The current CPI cap is 2.3%, effective until July 31st. With this significant of reduction from previous years, this will substantially limit your ability to issue rent increases on covered units moving forward.

How to Comply with A Rent Increase Notice:
EBRHA strongly recommends that members evaluate their rent(s) and issue any eligible increases in compliance with notice requirements as soon as possible.
The current CPI of 2.3% is effective until July 31st. This means that any owners who are eligible to serve a 30-day notice to increase rent must serve the qualifying renter(s) on or before June 30, 2025 in order for the notice to be effective under the current CPI of 2.3%. If you are unsure about your eligibility to send a 30-day notice, please visit our Open Office Hours this week via Zoom.

Any rent increase notices served that go into effect on or after August 1, 2025 will be effective under the new CPI of 0.8%.
